Philadelphia Food Safety Consultant
HACCP, Preventive Controls, and SQF programs for Philadelphia's bakeries, snack makers, and prepared-food producers.
Philadelphia has been making the country's snacks and baked goods for over a century, from the pretzel bakeries of South Philly to the snack-cake and confectionery plants that turned the city into a household name. Alongside that heritage sits a modern Mid-Atlantic distribution hub feeding the whole Northeast corridor. Both need airtight food safety, and Pennsylvania wants your plans reviewed before you open the doors. We do the hands-on work of building or upgrading your food safety plans, prerequisite programs, and traceability, then rehearse the audit so nothing surprises you. We build it with your team, not as a course you finish alone.

A snack and bakery capital, and a gateway to the Northeast market
Few cities have Philadelphia's food manufacturing pedigree. Snack cakes, soft pretzels, cookies, crackers, confectionery, and cured meats have been made here for generations, and the wider region carries one of the densest clusters of snack and pretzel production in the country. That legacy now runs alongside Philadelphia's role as a Mid-Atlantic logistics gateway, positioned on the I-95 corridor within reach of a huge share of the US population. Whether you are a heritage manufacturer modernizing a program or a newer producer scaling into retail, Pennsylvania expects a registered, inspected, audit-ready operation, and that is what we build.
Baked goods and snacks look simple, and hide a stack of controls
Snack cakes, pretzels, cookies, crackers, and confections are shelf-stable comfort foods, but the food safety behind them is anything but casual. Moisture and water activity drive shelf life and mold risk, allergens run heavy across shared bakery lines, and undeclared allergens are one of the leading causes of recalls in exactly these categories. We build programs that protect the product and the brand, the way buyers and auditors expect.
- Water activity, pH, and preservation controls for shelf life
- Allergen control and changeover on shared bakery and snack lines
- Mold prevention, sanitation, and environmental monitoring
- Thermal process, frying, and cooling controls
- Label and undeclared-allergen review to prevent recalls
Deli, cured meats, and prepared foods
Philadelphia's food identity runs past sweets into hoagies, cheesesteaks, scrapple, and cured and deli meats. Ready-to-eat and further-processed meats carry Listeria and other pathogen risks that demand rigorous environmental monitoring and, where meat is involved, USDA oversight. Our HACCP consulting and USDA consulting teams build for both.

Feeding the Northeast, and bringing legacy plants up to today's bar
Beyond the ovens, two realities shape food safety work in Philadelphia: a heavy distribution footprint and a stock of established facilities that need modern programs. We work in both.

DISTRIBUTION AND THE I-95 CORRIDOR
Traceability that keeps freight moving up the coast
Philadelphia's location makes it a natural distribution point for the Northeast, with warehousing, cold storage, and imported product moving through the region. That raises the stakes on supplier control and traceability.
- Lot-level traceability and FSMA 204 readiness
- Supplier approval and incoming ingredient verification
- Foreign Supplier Verification for imported product
- Cold storage and warehouse controls

MODERNIZING ESTABLISHED PLANTS
Older facilities, current expectations
Many Philadelphia plants have decades of history and programs that have not kept pace with today's standards and buyer demands. We modernize without disrupting what already works.
- Program refresh to current SQF, BRCGS, and FSMA expectations
- Digitizing paper records and document control
- Environmental monitoring upgrades for RTE areas
- Corrective action and failed-audit recovery
In Pennsylvania, registration runs through the Department of Agriculture
Pennsylvania regulates food establishments through the PA Department of Agriculture's Bureau of Food Safety under the Food Safety Act, and it reviews your plans before you operate. Knowing the sequence keeps a launch or a build on schedule.
Plan review before you operate - PA DEPT OF AGRICULTURE, BUREAU OF FOOD SAFETY
Commercial manufacturers, processors, distributors, and warehouses submit an application and plans at least 60 days before operating. The Department reviews and responds, and you cannot move forward until the plans are approved.
Food establishment registration - PA DEPT OF AGRICULTURE
After plan approval and a compliant on-site inspection, you receive a Food Establishment Registration, renewed annually. It is the core state authorization to manufacture, pack, hold, or distribute food in Pennsylvania.
Preventive controls, adopted by the state - PDA / FDA, 21 CFR 117
Pennsylvania expects registered establishments to comply with the federal Preventive Controls rule, 21 CFR 117, at the state level. So a HACCP or preventive controls plan and current GMPs are not optional extras, they are the baseline.
Federal and product-specific overlays - FDA, USDA, FSMA 204
Interstate sales require separate FDA facility registration, meat and cured products fall under USDA, seafood and shellfish need a PDA registration and certification, and covered foods carry FSMA 204 traceability duties.
Limited and home-based producers - PDA LIMITED FOOD ESTABLISHMENT
Non-hazardous home producers can register as a Limited Food Establishment, but time and temperature controlled foods and wider distribution push you into full commercial registration. We help you time that transition.

What food and beverage teams say about working with us
"No more endless spreadsheets to stay on top of. Implementing the FoodReady software while being in transition staff-wise, allowed me (the new QC Manager) to make the system fit my way of working instead of making me fit into the previously implemented the Food Safety Program. I believe this has been instrumental to my success here thus far."
"You cannot build a holistic food safety program without capturing every piece of data that’s important to every aspect of business, from accounting to logistics, to warehousing. What’s really cool is because of that FoodReady is becoming an even greater and more powerful tool as it adds on additional modules. If you buy into the Enterprise program from start to finish as we did, you can almost run your whole business through FoodReady with very minimal other input necessary,” Josh Svenhard, Owner of Eurobake."
"FoodReady food safety software and SQF / GMP expert QA Manager Consultants helped us prepare for and develop the required haccp plans and SOPs and recall plan and checklists and batch monitoring for our future GMP certification audit which we passed. This has allowed us to expand our business relationship with a national grocery chain. We can’t thank FoodReady enough for the wonderful assistance they provided!"
"Having everything I need to access at my fingertips. Gone are the days of searching file after file for one particular document or form. During an audit, I don’t need to bring over binder after binder of paper files. Anything the auditor may ask for is right in the system, either on mobile or through the website. It’s a breeze. Not to mention you don’t need to clean up those binders and file things away again after!"
Philadelphia food safety consulting, answered
Do we need plan approval before we open in Pennsylvania?
Yes. Commercial manufacturers, processors, distributors, and warehouses submit plans to the PA Department of Agriculture at least 60 days before operating, and you cannot move forward until the plans are approved and a compliant inspection is done. We prepare that submission so your timeline holds.
We make baked goods, snacks, or confections. What controls matter most?
Shelf-stable snacks and baked goods hinge on water activity, pH, and preservation controls for shelf life, plus rigorous allergen and changeover control on shared lines. Undeclared allergens are a top recall cause in these categories, so we put heavy emphasis on allergen and label control.
Our plant is decades old. Can you modernize our program?
Yes, and it is common in Philadelphia. We refresh established programs to current SQF, BRCGS, and FSMA expectations, digitize paper records, upgrade environmental monitoring for RTE areas, and do it without disrupting the parts of your operation that already work.
Who registers and inspects food businesses in Pennsylvania?
The PA Department of Agriculture's Bureau of Food Safety registers food establishments under the Food Safety Act and inspects them, and the state expects compliance with the federal Preventive Controls rule, 21 CFR 117. Restaurants and retail differ, meat and poultry involve USDA, and interstate sales bring separate FDA registration.
Can you prepare us for SQF, BRCGS, or other GFSI audits?
Yes. We prepare facilities for SQF, BRCGS, and FSSC 22000, plus HACCP, FSMA Preventive Controls, GMP and cGMP, and USDA documentation. We run gap assessments, build documentation, run mock audits, and coach staff. We do not provide certification training.
Can you help us recover from a failed audit?
Yes. We analyze the nonconformances, address root causes, rebuild the weak areas of the plan, and run a focused mock audit, then help craft effective CAPAs and assemble proof of effectiveness so you can close findings quickly.
