Does a coffee HACCP plan fall under FDA or USDA?

Coffee is regulated by the FDA. Roasters, packers, and wholesale distributors follow FSMA Preventive Controls for Human Food under 21 CFR Part 117, while coffee shops and cafes follow the FDA Food Code as adopted by state and local health departments. USDA-FSIS regulates meat, poultry, and egg products, not coffee.

What are the critical control points for coffee?

Why does roasting need to be validated as a kill step?
